In my capacity as a government official of China, I am very delighted to recommend Miss Dorothy Xie as a worthy candidate for your esteemed MBA program. I have been working at Yunnan Provincial Economic and Trade Commission and Institutional Reform Office and have long been responsible for the administration of local enterprises. Among many entrepreneurs that I have come into contact with, Miss Xie is an enterprise administrator who in my opinion possesses very excellent and comprehensive qualities.

I made my acquaintance with Miss Xie in 1999 when she came to our province to undertake a project at the Kunming International Horticulture Expo 99. In the course of the Exposition, I was invited to attend a meeting at which various bidders made explanations in submitting their tender for a project. I was much impressed by Miss Xie’s performance during the meeting. She gave very vivid explanations of the otherwise tedious project plan and her presentation was shown on the local TV program that evening. As I deepened my acquaintance with her, I came to learn that she graduated from China’s most prestigious university – Peking University – where she acquired a very solid academic foundation and theoretical knowledge. In her work, she demonstrated impressive wisdom and flexibility, strong and cogent logical analysis and sound, clear judgment. She was capable of carrying out major responsibilities independently and manifested strong skills in solving practical problems. Her creativity also impressed deeply. I once invited her to help me organize the Symposium on the Administration of Private Enterprises. She not only displayed effective organizational competence but also put forward a series of constructive suggestions concerning the agenda of the symposium. During the meeting, she made friends with many entrepreneurs from whom she tried to learn useful experiences of enterprise management.

In my impression, Miss Xie is a hardworking, enterprising, and responsible youth, who is devoted to making relentless efforts. The fact that she was prepared to sacrifice her former comfortable work in favor of the difficult task of establishing her own business and achieving constant successes fully proves this point. Based on my deep understanding of her, I have realized that she is not merely to be satisfied with being a successful money-maker. Her objective is much higher than that, to become a successful administrator. Therefore, even though she has been very busy with her work, she has always concentrated on learning the most updated knowledge. In her spare time she immersed herself in the study of the specialized knowledge of management and the knowledge in relevant areas. She possesses a firm academic groundwork and a vigorous and serious attitude. She is most fervent and sincere in her desire to seek further education abroad, which will be facilitated by her many years’ practical experience as well as a good command of English language and computer skills. All those will become her greatest potential in reaching her objectives.

I have been a visiting scholar to Ohio State University during the 1990s,an experience which benefited me a great deal in my present work. In addition, I have been involved for many years in the policy-making process in Chinese government organizations concerning the administration of enterprises. I am fully aware of the relatively low managerial level of the administrators of Chinese enterprises and the necessity for them to learn the most advanced theories and expertise from the West. Learning a comprehensive and systematic administrative science is the most sensible choice for the emerging generation of Chinese entrepreneurs if they are to achieve speedy and healthy growth. Miss Xie’s personal qualities are rare among the present-day Chinese private enterprise administrators. Consequently, when I was informed by her of her determination to go to the United States for seeking MBA education, I felt extremely proud of her wise decision. Your favorable consideration of her application will not only be a blessing for Miss Xie herself but for Chinese economic management as a whole.
