                     Personal Statement

Applicant: X X X       Programme: Master of Public Administration (MPA), Oxford University

With 6 years of professional experience as financial administrator at XXX Office of the Ministry of XXX, People’s Republic of China, I will enjoy an important mid-career promotion leading to greater executive responsibilities. Thanks to the support from the Chevening Scholarship Program under the auspices of the British and Chinese governments, my long-cherished dream of pursuing a first-rate postgraduate program in public administration will be made possible. By enriching my knowledge and expertise in public administration, the MPA programme will definitely enhance my professional competence and enable me to make a difference in public finance administration in my home country.

As an academic discipline for decision-making and policy-making in the public sphere, MPA furnishes research methodologies and findings that could be most effectively implemented by those already in public administration sector. As a public servant to assume leadership position, I can readily apply advanced knowledge and expertise to improve the administrative level of my current department and the policy-making department to which I may transfer in the future. This is especially important as the Ministry of XXX is a key government department affiliated immediately to the Central Government, whose very function is to formulate and implement policies in public finance. Hence, within the MPA, I am most interested in Public Finance Administration.

China’s reform in recent years in public budgeting, government procurement and state-owned assets management, encouraging as it is, is yet to be expanded and improved. My insider’s knowledge reveals that most policy framers based their policy-making on the experiences derived from their short-term training programmes in Europe. Through a year-long MPA programme in UK, I can undergo systematic and in-depth studies that would give me comprehensive insights into the underlying mechanisms of policy-making and help me improve the quality of the decision-making process in the future.

In applying for your MPA, my greatest strength comes undoubtedly from my professional career heretofore at the XXX Management Department. My responsibilities have covered public expenditure management, state-owned assets management, and budget management of the entire XXX Office. I was involved in setting up financial management systems by formulating and implementing internal control standards like the “Methods of Managing State-Owned Assets of the Ministry of XXX”. I have also been committed to organizational change and growth by introducing innovative and reformatory programs regarding employee benefits, subsidies, and the use of public properties designed to increase employee welfare, enhance the efficiency of property use, and reduce cost. Since early 200X, an information system of state-owned assets management was introduced, with software providing effective solutions to the management of large amounts of fixed assets in a great number of departments.

In order to control public expenditure, I was involved in Ministry-wide campaigns to reduce energy consumption by introducing technical renovations, imposing consumption quota, creating incentives and penalties. An equally important campaign was to control the number of meetings to be held annually and to control the use of facilities, with relevant regulations formulated and put into practice. Finally, an asset audit campaign was waged which lasted for a whole year and covered more than 54 departments across different provinces in the country. Accurate statistics concerning the volume of the assets in those departments provided a sound basis for unified and well-coordinated management.

In 200X, I attended an international conference on national treasury reform sponsored by the Ministry of XXX and even since then I have sought to participate in research. From 200X to 200X, I was one of an 8-member team on a research project “XXX Management Under the Departmental Budgeting System” which is aimed at seeking solutions to the new challenges that arose out of the reforms in the existing budgeting programs. With my in-depth knowledge and skills in budgeting, assets audit and assets management, I have given training programs over the past three years on those topics to trainees from all the related departments of the Ministry of XXX.

My competent performance in my professional career has been largely connected with my college education. From 19XX to 20XX, I completed my undergraduate program in accountancy and finance at the Department of XXX, XXX University of Economics and Law, leading to a Bachelor’s degree in management science. The university is a leading institution of its kind in mid-south China. Out of my strong academic initiative, I also chose to take a dual degree in law since the third semester. This has proved a sensible decision as I already realized that a comprehensive knowledge in accounting, finance, and law would enable me to solve complicated problems ahead.

However, doing two degree programs simultaneously could be risky, as my time and energy were considerably diverted. It led to my regret that my overall academic performance is not that distinguished. Nevertheless, although failing to get high grades in all the courses, I did perform exceedingly well in most specialized courses. My real achievement lied in assimilating useful knowledge that could readily applied to practical problems and in presenting my thoughts on real-world issues through research. Consequently, I was the sole student in my class who published several research papers—Income Tax Reform for Chinese Enterprises, The Distortion of Accounting Information and Countermeasures, and Public Finance and Financial Management in Rural Areas. In addition, I went on a field study of the financial conditions of state-owned enterprises in a province and came up with a research report on the subject.

My past academic and professional experiences are perfect preparations for your MPA programme. It will enrich my existing knowledge, strengthen my qualifications in executive leadership, and give me theoretical input to perform responsibilities at the policy-making level. By communicating closely with my prospective classmates who are public servants in UK and other countries, I can learn how public administration is practiced in their countries and draw useful experiences from them. In addition, if possible, I would also like to learn relevant knowledge in Public Economics, which will allow me to develop a systematic foundation in microeconomic aspects of the public sector.

Upon completing your programme and returning to China, I am determined to “make a difference”. I will introduce reforms in budgeting by improving the soundness of the budgetary programs through a rigorous auditing system, with an independent supervision system to ensure that the public fund is spent truly in the public interest. I will improve the management of state-owned assets by enhancing the efficiency of the use of the assets and creating an accountability system. I am sure that my insights and creative solutions will improve the policy-making mechanisms in public finance and the contributions of a single individual can make a world of differences in the welfare of the general public.
