| Motivation Letter Applicant: XXX Program: Technology & Resource Management in Tropics & Subtropics Institute for Technology in the Tropics, University of Applied Science of Cologne Every year, millions of tourists flock to Hainan Island, the second largest island in China and often called the “Oriental Hawaii”, to savor the picturesque beauty of the tropics. Located between northern altitude 18°10′～20°10′and with an area of 35400 square kilometers, the island boasts of the most exuberant tropical rainforest and the most unique tropical insular ecology and tropic natural resources. Desertification as an environmental problem has hardly been connected with this sole tropical province of the country. But as a student majoring in agriculture who graduated from the College of Agriculture, Hainan University, and then as a technician and assistant engineer at Hainan Research Institute of Forestry, I am acutely aware of the environmental challenges that this tropical island is currently confronted with. Like most areas in developing countries, economic development and environmental protection have not been well coordinated and balanced. Obviously, over the past two decades, economic development has taken precedence over environmental protection and increasingly serious ecological problems have ensued. In those relatively poor rural regions, particularly those inhabited by minority ethnic groups, forests have been cleared for obtaining farmland by means of cutting and burning, and the exhaustive over-utilization of land resources and the soil erosion caused by the development of cash woods consisting of a single variety of trees have caused most soil to decrease in the content of the organic substances — less than 1%. The western coastal region has been suffering from a particularly serious ecological catastrophe — increasing desertification. Among 37938 hectares of land undergoing desertification, most are located in the western coastal region which is the lower valley of the ChangHua River. The devastation of the vegetation and the construction of dams in the upper and middle range of the valley have resulted in the instability of the riverbeds, desertification, and devastation of farmlands and villages. In the summer, flooding becomes a routine and the river channels are jammed because of the sand sediments carried in the flood, rendering the local harbor inaccessible and endangering the daily life of more than one hundred thousand local inhabitants. With tourism as the mainstay of the province’s economy, the provincial government has been making desperate efforts toward environmental preservation in an attempt to make the province the “eco-paradise” of the country. Accordingly, a Two-Decade (2000-2020) Strategic Plan of Ecological Construction and Development has been formulated. As a forestry engineer, I am acutely aware of the urgency of conserving the environment, of which I myself am a part. For me, the best course of action is to participate in specific research projects whereby I can contribute to the finding of effective measures aimed at fundamentally halting and reversing the ecological deterioration and make my beloved home province a better world to live in. From the very outset of my professional career, I have, equipped with the knowledge and experience of a well-trained undergraduate through academic education and practical projects, been committed to research. As the eco-systems and bio-diversity of Hainan are important not only to the province itself but also to the entire country, the Hainan Research Institute of Forestry where I have been working and which consists of 167 employees has undertaken a wide range of cooperative research projects involving international scholars and organizations. When I entered the Institute in June 20XX, I was just in time for the final stage of the project “The Exemplary Project of Perpetually-Sustained Exploitation and Classified Management of Tropical Forests of China’s Hainan Island” jointly sponsored by the Chinese government and International Tropical Timber Organization (ITTO), in which our institute was responsible for two subprojects—“the protection of the primitive rainforest in the tropical mountain areas” and “the information survey of the tropical forest industry”. Through this project, which was awarded the first prize in 20XX for scientific and technological progress, I gained tentative experience of doing formal research in an international context. Following this project, I have been involved in the project “Preservation and Rehabilitation of Hainan Tropical Forest”, a Sino-German technical cooperative project. More than 100 forestry technical personnel were given intensive training on how to breed and plant 50 upgraded varieties of trees and data from the breeding experiments were gathered. More than 400 hectares of man-made forest and secondary forest were created. Finally, manuals on breeding and planting of the trees based on detailed surveys, diagrams and collected statistics were compiled and published, and under the guidance of German experts a guideline on the operation of local forestry stations were drawn up. My research experiences also include the Coastal Shelter Forest Belt Project (which involved integrated biological measures and dry forestation in the Chess Bay, a region along the western coast suffering from the most severe desertification due to the year-long severe winds) and the Research on the Protective Mechanism of Vegetation and Soil Fertility in the Eucalyptus Forest (in which I collected soil samples, conducted chemical analysis, compared the composition of the vegetations in eucalyptus forests of different ages and generations and studied the effect of such composition on soil texture, structure, and chemical properties. My research has primarily been concerned with the sustained utilization of land resources and it is here that I have come to the center of a paradox inherent in environmental protection endeavors—the conflict between the deforestation by the impoverished local population for financial profitability and the need to protect our mother nature. I believe the poor local inhabitants are entitled to improve their quality of life and there must be a way to solve the dilemma. My conclusion is that, instead of making environmental protection the ultimate objective, we should develop a new concept — that environmental protection should not be an end in itself but should serve as a means of local economic development by changing the conventional rural practices and the living patterns of rural population. The discovery of eco-friendly ways of farming, animal husbandry, and forestry exploitation can lead to a reconciliation between the means and the purpose. Nevertheless, although environmental protection has become a universal value, developing countries like China are largely behind developed countries scientifically and technologically in the field of sustainable development, especially in the tropical and subtropical regions. How to probe into the heart of the matter? I believe that the principles as advocated by ITT— “Future Through Research: Developing Appropriate Solutions” and “Future Through Cooperation: Exceeding International Challenges” –can lead to exciting prospects. As a matter of fact, an examination of the projects undertaken by ITT students over the recent years shows that your “Postgraduate Degree Courses with Relevance to Developing Countries” is precisely what I am looking for. Career-based, practice-oriented, and focusing on key development policies questions, your program fits perfectly with my past background and is closely geared to my future career development. Hence, I am most determined to apply for your program. My application is motivated by my well-defined study objectives. First, I would like to learn the advanced technical how-how related to the sustainable exploitation of tropical land resources—how to prevent soil degradation, soil erosion and coastal desertification. Second, I want to learn how to conduct international cooperative projects and to manage such projects. Undoubtedly, there will be increasing cooperation between my present institute and international organizations and by developing international perspectives and experiences I expect to be better equipped for playing a bigger role in the future in such cooperative undertakings. Finally, I wish to assimilate successful experiences of developed countries like German on how to balance the relationship between economic development and environmental protection. In this regard, advanced technologies are needed to provide solution to the challenges that my province face in its economic development—the exhaustion of resources, pollution and the damage of eco-systems—so that the quality and sustainability of our economic growth can be guaranteed. I love to study at ITT and in Germany because I have been tremendously impressed by the rigorous professional attitude of my German counterparts in the past research. They work efficiently and productively, giving me original inspirations. Their professionalism is laudable and they possess effective methodologies. Apart from my past research background and achievements, I can prove myself a worthy student of your program in at least two aspects. First, I am fully prepared for your program because I will bring with me a potential research project—the Treatment of Desertification in Hainan Western Coastal Regions—which I can share with my future advisor and my classmates. I can make it the focus of my proposed study and add to the diversity of your research. Next, I have strong computer qualifications emphasized by your program—I have obtained a host of computer certifications including MCSE, MCSA, MCDBA, and MCP. My computer skills will contribute to my modeling and statistical analysis. Turning deserts and wastelands into oases will ever remain my sacred mission and lifelong pursuit. Undertaking your program will be meaningful not only to my own career development, but also to my institution where few engineers have received international training, to my province which is bent on turning the entire island into an eco-paradise, and to my country whose alarmingly rapid economic growth is coupled with critical environmental challenges. Therefore, I wish that my application could be most seriously considered. |
每年，数以百万计的游客会涌向常被称为“东方夏威夷”的中国第二大岛――海南岛――去尽享风光秀丽的热带美景。地处北纬18°10′－20°10′，面积35400平方公里，海南岛拥有最茂密的热带雨林及最独特的热带海岛生态系统及自然资源。作为环境问题的荒漠化很少被人们与中国这个唯一的热带省份联系起来。但是，作为一个从海南大学农学院毕业的学生，并随后作为海南省林业科学研究所技术人员及助理工程师，我却强烈地意识到了这座热带海岛目前所面临的环境挑战。 与发展中国家的诸多地区相同，经济发展与环境保护没能在海南岛得到妥善的协调和平衡。显而易见，在过去20年中，经济发展已远远压倒了环境保护，日益严重的环境问题也随之而来。在那些相对贫困的农村地区，尤其是少数民族聚居区，农民通过砍伐与烧荒清除森林，以便获取更多的农田。对土地资源的枯竭式利用，以及由单一树种经济林的开发而造成的水土流失已导致土壤有机质含量锐减，现在已不足1%！ 西部沿海地区正遭受着尤为严重的生态灾难――日趋严重的荒漠化。在全省正在遭受着荒漠化的37938公顷土地中，大多数位于西部沿海地区，即昌化江下流。沿岸植被的破坏，以及在中下流筑坝，导致河床不稳、荒漠化、以及农田村庄的毁灭。夏季，洪水泛滥已成习以为常，洪水冲刷的流沙堵塞河道，致使当地天然港废置，危及到当地成千上万居民的日常生活。 由于将旅游业作为全省经济的产业支柱，省政府正全力以赴进行环境保护，以便使整个省成为中国的“生态天堂”。为此，“生态建设和发展二十年战略规划（2000-2020）”已经拟定。而作为林业工程师，我深切体会到了保护环境的紧迫性，因为我自己也是环境的一部分。对我来说，最佳的行动就是参与具体的科研项目，尽我的一份努力，以期发现有效的措施，从根本上遏制并扭转生态恶化，使我深爱着的家园成为一片更宜于居住的天地。 自我职业生涯开始之初，凭借我本科学习和参加实际项目所积累起来的经验，我一直致力于科研。由于海南的生态体系和生物多样性不仅对我省本身、而且也对全国来说殊为重要，因此，我所在的林业科学研究所（拥有167位员工）有机会与一批外国学者和国际性组织展开了广泛的一系列合作项目。当我20XX年6月进入该研究所时，正好赶上了中国政府和国际热带木材组织（ITTO）共同发起的“中国海南岛热带森林分类经营永续利用示范项目”最后一期的科研。在这项科研中，我所承担了其中二个子项目――“热带山地原始雨林保护”以及“热带林业情报调研”。通过参与这一被授予20XX年度科研进步一等奖的项目，我获得了在国际合作背景下进行正规科研的初步经验。 在这个项目之后，我参与了中德技术合作项目――“海南岛热带林保护和恢复项目”。100多名林业技术人员接受了如何培育和栽种50多种改良树种的强化训练，并收集了育种实验的数据，播种了400公顷的人造林和次生林。最后，编写了基于详细调查、图表和汇总数据的育种和栽培手册，并在德国专家的指导下编制了当地林场经营方案。 我的科研经验还包括“沿海防护林带项目” （涉及在棋子湾综合应用生物手段及干旱造林，该西部沿海地区由于长年饱受凌厉海风的侵拢而严重荒漠化）以及“桉树林下植被与土壤肥力保护机制的研究”。我参与了土壤样品的收集，进行化学分析，比较不同树龄和林代的桉树林中的植被构成，并研究了这种构成对土壤质地、结构和化学特性的影响。 总体而言，我的科研侧重于土地资源的可持续利用。但正是在这里，我来到了环保努力中所固有的两难境地的核心――当地贫困人口为获取经济效益而砍伐森林与保护我们大自然母亲之间的矛盾。我认为，当地贫困民众有权去改善其生活品质，因此，应该去寻找一种方法来解决上述两难困境。我的结论是，环境保护就其本身而言不应成为终极目标；相反，我们应该形成一种新的观念――通过改变常规的农业手段和农村人口旧的生活方式，使环境保护成为当地经济发展的手段。我们如能找到某些生态友好的农、林、牧利用途径，就可以在手段与目的之间实现某种协调。 尽管环境保护已成为一种普世价值，但像中国这样的发展中国家在可持续发展，尤其是在热带、亚热带地区可持续发展领域中，远远在科技上落后于发达国家。那么，如何直击问题的要害呢？我坚信科隆大学热带技术研究院（ITT）所倡导的两大原则――“科研创造未来：研发合适的解决之道”以及“合作创造未来：超越国际挑战”将会带给我们激动人心的前景。事实上，对ITT学生过去几年所从事的科研项目稍作分析，就让我清楚地看到，贵校“面向发展中国家的研究生学位课程”恰好就是我长期以来所一直追寻的。贵校的课程基于职业，侧重实践，关注关键性的发展政策问题，它无疑充分契合我过去的背景，并紧贴我未来职业发展的需求。因此，我毅然决然地申请攻读这一课程。 我此次申请，其动机在于我明晰的学习目标。首先，我希望学习与可持利用热带资源相关的先进技术，诸如如何防止土壤退化、水土流失、以及沿海地区的荒漠化。其次，我想学习如何实施和管理国际合作项目。毫无疑问，在我现在所在的研究所和国际组织之间，未来的合作会不断增加，通过培育国际视野及经验，我渴望在未来的合作项目中能够发挥更大的作用。最后，我希望向德国这样的发达国家学习成功经验，如何来平衡经济发展与环境保护的关系。在这方面，需要有先进的技术来为我省经济发展中所面临的各种挑战――资源的枯竭、环境污染、以及生态系统的破坏――的质量还是可持续性均可得到保障。 我之所以喜爱前往德国、在ITT学习，是因为在我过去的研究过程中，我德国同行严谨的职业态度给我留下了极其深刻的印象。他们工作起来十分高效，赋予我全新的灵感。其职业精神堪称典范，并且他们拥有行之有效的方法体系。除了我过去的研究背景和成就之外，我至少还能从另外两个方面来证明我是贵校课程的理想人选。首先，我是有备而来的，因为我会带来一个研究项目――“海南西部沿海地区荒漠化处理”，将它与我未来的导师和同学分享。它可以成为我学习的重点，并为贵校的研究增添多样性。其次，我拥有贵校学位课程所注重的出色的计算机技能――我拥有一系列计算机技能的认证：微软认证系统工程师(MCSE), 微软认证系统管理员(MCSA), 微软认证数据库管理员(MCDBA), 微软认证专家证书(MCP)。 毫无疑问，我的这些电脑技能将极大地促进我的建模和数据分析能力。 将沙漠和荒地变成绿洲将成为我神圣的使命和一生的追求。攻读贵校的学位课程不仅对我自己的职业发展意义重大，而且对于我的研究所（接受过国际训练的工程师寥寥无几），对于致力于将全岛建设成生态天堂的我省、以及对于我国（其惊人的快速经济增长却伴随着严重的环境挑战）亦是如此。因此，我期待着贵校能认真考虑我的申请。 |
